It should be noted- Victorian England had no sheriffs. as a matter of fact, I don't believe modern England has sheriffs.
Perhaps a man who was once a sheriff in the wild west, and is now a traveling vigilante?

Yeh I am English and we have no sheriffs. I just assumed that in the surrealist world of steampunk he could be a sinister vigilante or agent of the queen.
