Are you referring to McKinley's Proclamation?

If you ask me, Americans were just another power-hungry, money-grubbing imperialists. The only difference they had from the Spaniards are their rhetoric since the Spaniards wanted widespread sovereignty while Americans talk of bogus democracy and phony "Freedom and Liberty".

But I guess it's ok since Filipinoes actually like American democracy, and that's acutally a problem since Philippine authority withers and reduces Philippines into a sycophant to the Americans. My opinion is that it is better when the Filipinos were fighting together againsts Spaniards (ignoring some backstabbing bastards such as Emilio Aguinaldo) rather than Filipinoes bring down a fellow Filipino while under the American hegemony.

Well, that's going to be hard to do since the ideals of the french philosophes are starting to get more popularized (even Andres Bonifacio read about their ideals...if my Phil history is right sweatdrop ). They can be as corruptless as ever, but the Filipinoes would just demand popular sovereignty just as how everyone in the whole Spanish Empire are.
