You have to be a certain CL to do these quests. Usually it's the cap CL or lower for the area:
Barton: 2.0
Village Greens: 1.9
Bills Ranch: 2.6
Zen Gardens : 4.0
Bass'ken Lake: 5.0
Boardwalk: 6.0
Old Aqueduct: 6.0
Gold Beach: 7.0
Otami Ruins: 8.0
