There are GM rules in one of the rule threads (I think they're in the general guild rule thread actually... when they should probably be in game rules) but that aside, they could probably use some revision along with an extra outline or two stating that voting threads are to be locked after voting ends to prevent tampering of the vote. Vote changing should be allowed in my opinion, and while it should be encouraged for users to let the gm know that they're changing their vote, it shouldn't be required in my opinion.
On another note, I think the recent problems we've been having with GMs is simply that they don't quite understand what being a GM entails. I remember when we first began choosing GMs many of them weren't well-liked for changing things during their games but I think most of them understood it was a big responsibility hosting a game and were a little meek about certain things. I certainly remember being terrified of not being able to update on time or messing something up and jailing the wrong person so I double and triple checked everything xD
Maybe in the future, when gms are promoted we could send them a message in the promotion reason encouraging them to read up on the GM rules and make sure they know that if they run into any problems, they should consult with a crew member before making a decision?
