This concept was first made official back in second edition AD&D, with the release of 'The Council of Wyrms' rule supplement book, since then; dragons have undergone major improvements in things like Hit Dice, Damage per attack, their breath weapons. Because of this, there is needed some modification to allow dragons to be player races without them becoming to overpowered.

A dragon has the following features.

* 12-sided Hit Dice.
* Base attack bonus equal to total Hit Dice (as fighter).
* Good Fortitude, Reflex, and Will saves.
* Skill points equal to (6 + Int modifier, minimum 1) per Hit Die, with quadruple skill points for the first Hit Die.

Traits

A dragon possesses the following traits (unless otherwise noted in the description of a particular kind).

* Darkvision out to 60 feet and low-light vision.
* Immunity to magic sleep effects and paralysis effects.
* Proficient with its natural weapons only unless humanoid in form (or capable of assuming humanoid form), in which case proficient with all simple weapons and any weapons mentioned in its entry.
* Proficient with no armor.
* Dragons eat, sleep, and breathe.

Gold- +4 STR, -2 DEX, +1 CON, +3 INT, +2 CHA
Red- +3 STR, -2 DEX, +1 CON, +2 INT, +3 CHA
Silver- +3 STR, -2 DEX, +1 CON, +2 INT, +2 CHA
Blue- +3 STR, -2 DEX, +1 CON, +1 CHA
Bronze- +3 STR, -1 DEX, +2 INT, +1 CHA
Copper/Brass- +2 STR, +1 INT
Green- +2 STR, -1 DEX, +1 CHA
Black- +2 STR, +1 CHA
White- +1 STR, -2 INT, -2 WIS

Starting at Age category one; Dragons receive +2 Natural A/C bonus per category. At Age category six this is upgraded to a +3. At age category 10 this is upgraded again to a +5.
An Old dragon would therefor have +19 to his armor class.
A dragons Breath weapon increases by 2D per category and can be used twice an encounter.
Upon reaching a new age category; a dragon must sleep for 1D8 X age category days. Once awake said dragon will be famished.*
*Unnatural aging into a new category will force a dragon to sleep for twice as long.

Dragons are able to use there wings as weapons at there second age category.
Dragons get the ability to imply there tails as weapons upon reaching medium size.**
** There tail is able to grip objects and use them, such as weapons, but are subject to an additional -2 penalty until they reach medium size.

Dragons treat Simple and Martial weapons as exotic weapons for purposes of wielding them.
Note:: Gold, Silver, and Bronze Dragons are able to use Simple weapons without a feat.

A dragon treat its Level Adjustment as dragon HD.
Therefor a Very Young copper dragon rogue would have 3D12+1D6 HD, 6+ INT mod X6 plus; 8+ INT mod, for her skills, and an ECL of 4.

I like it a lot, reminds me of the old Council of Wyrms from AD&D 2.0 back in the day! I would only allow dragons in my game if all the PCs were dragons. Otherwise I don't think it would be fair to players playing a nondragon PC in a group full of dragons.
