I've heard of it; a lot of my friends have seen it. I have a copy of it, too, but I haven't watched it yet. I'm working on Sayonara Zetsubou Sensei and Code Geass first.
From what I know, it doesn't seem all that steampunk or Victorian, since it takes place in the 1930's in the USA, mostly New York City and aboard a train. I wouldn't even say it's as steampunk as Full Metal Alchemist, given the settings and plots of the two anime. That's just my hypothesis, though. I'll report back when (ever) I get around to watching it.
A side note, it's spelled Baccano! (with the exclamation point, double C, single N). It's a real word in Italian which means "noise". It's pronounced "bah-KAH-no".
