This is the palace where the King Bassoon resides. One could could observe all of Namek from this vantage point. The 1 star dragonball is protected here.

 King BassoonPowerlevel: 3,600| Namekian - Super [1/10] King Bassoon sits on his throne, it becomes late, for hours the King of Namek has been doweling on the idea that someone might threaten his people, and planet. Contently, he meditates trying to control his ki better, and control his thoughts. Constantly he is tempted to go out and find any threats out in space and kill any of them. The uncontrollable urge to go out and kill any non Namekian is always a temptation that King Bassoon attempts to control.
The king falls asleep, but not for long. He only sleeps the bare minimum to have enough energy for the next day to continue his mind training. For even in his dreams he thinks of them. "I must do everything I can to protect them." The king dwells on this, and has gone insane because of it. A part of him though tries to remain in control for the betterment of his planet. If he were to let himself go who knows what would happen to the ones he cared about. So, King Bassoon sits in his throne in the palace with his eyes closed and his mind open meditating.
