Mist Mizukages

As we know, there is no one Kage for a village. There were many Kage before the current Kages and there will be Kage after them. In case of emergency where the current Kage cannot hold his role, it is possible for the Kage before them to return to power until the Kage is able to resume their role again or until a new Kage can be reelected. Note that when a Kage is inactive for too long, there will always be an IPC or RPC willing that will take up the role to keep the village running. Each village will be ran by one Kage, however when a Kage is relieved or retired of their position there is a seat reserved for them in the Council of that particular village. In other words when relieved or retired of a Kage position, that crew member will be demoted back to member however they will still retain a high form of authority in the village when joining the Council.
