 This building is fifty stories high. Obviously it is the largest building in the rain village. The Kage's office is on the fiftieth floor. All of the other stories are for shops and causes.

The window to the Amekage's office was open, and yet not a drop of the heavy, perpetual rain that fell over the village landed inside. At the moment, the office was empty, the current Amekage apparently out somewhere. For a few moments, anyone standing in the office would have enjoyed a few moments of eerie silence, before the sound of footsteps could be heard approaching at a rapid rate. The strange thing about these footsteps was that they appeared to be coming from outside the building. And sure enough, moments later, a lithe, feminine figure propelled herself in through the open window, causing water to enter the office for the first time. Grinning as water ran down her face, plastering her hair to back and making it blindingly obvious that she wasn't wearing a bra, she strode over towards the desk.
Standing behind it, she rolled her shoulders, causing still more water to run off her, before focusing just slightly. All the water began to roll off of her body and out of her clothes, causing her and them to become dry. Meanwhile, the water had formed into a small sphere in front of her, which gradually floated off towards the window, gathering the water she had dripped on the way to her desk. When it reached the window, it hovered for a moment, before blasting out of it like a bat out of hell. Moments later, a very muffled cry of shock annoyance floated up as the ball of water hit one of the jounin in the face. Giggling, Naomi took a seat behind her desk, looking around at the office. Above her desk was a plaque of sorts, with the faces of the previous leaders and kages of the Rain etched into it. Leaning back in her chair, she made it recline, so that she could look up at the plaque.
As she looked up at it, she reached down and rubbed at a bruise on her right leg. The training session she had just returned from had been pretty intense, and she had taken several knocks during it. The disadvantage of using clones for training was that they knew everything you did, meaning that they were quite capable of keeping up with you. She also had several cuts, a result of her wind clones. She was, however, still on a high from her training. She'd been at what was already a vast wasteland in Arashi no Kuni, meaning that she had free rein to be as destructive as she wanted.At the moment, anyone who went near that place would find themselves at what would appear to be a recent battleground. If they had chakra sensors with the, they would realize that that battle had been fought by only one person. Naomi might not be the strongest kunoichi in the world, but then, she was definitely no pushover either. Even now, when she was running on reserves, she didn't look particularly tired. Sighing, she tossed her hair, and then grabbed a pen, settling into do her paperwork.

A small bird darted into the entrance of the office. It's feathers covered in what seemed to be an ashy gray. Either that or there had actually been specks of ash sputtering from it's wings as it kept itself airborne in the same position until it embedded a small piece of parchment into the wall with the tip of it's beak. With that the small bird would spin around before darting out of the window of the office leaving behind only the contents of the letter which would read:
As you may realize, there has been a situation. There have been recent attacks caused by bijuu on four nations including the Land of Lightning, Land of Water, Land of Wind, and the Land of Grass. These attacks were caused simultaneously and many lives were taken in these random cause of events. As a result, a meeting between all kages will be held at the great Kage Summit. There a plan will be formed and initiated. Upon arrival of all village kages, there will a neutral representative to serve as the peace in case of any strong animosity growing out of hand between any kages who are currently enemies. The Kage Summit's location is at the Land of Metal. We expect to see each of you.

Tentou arrived at the Amekage's office. A secretary led him to the fiftieth floor. Tentou knew that the bird they had sent would likely have told the Amekage, but he felt that it would be polite to knock first. Tentou awaited patiently, he was rather awestruck with how futuristic this village looked. It looked to be much more advanced than any village he had seen, although he hadn't seen many other villages besides Stone.

When the bird entered through her office window, Naomi had leant forward, placing her chin in one of her palms as her elbow rested on the desk. She watched with mild curiosity as it approached one of the walls, and forced a piece of parchment into the wall, before flying back out. Her curiosity more aroused, she stood up, and walked lithely over towards the wall, plucking the piece of paper from it. Heading back to her desk, she took her seat and sped read the note, letting out a small sigh of annoyance as she did so. Kage summits tended to be boring as sin. "Mother ******** bijuu, why the hell have they chosen now to become active again?" she snarled, moderately annoyed, posing the question to the air. At the knock on her door, a small blush formed n her cheeks as she realized that someone may have heard her small rant, before she composed herself and slipped the note into a hidden compartment in her desk. "You may enter" she said softly, her voice silken and pitched just loud enough that whoever was behind the door would be able to hear her.

Tentou entered, he had heard the outburst, but he wouldn't bring it up, he didn't wish to be rude. "Hello Amekage-sama. I have come from the Village Hidden in the Stone seeking an offering of peace between our villages." Tentou said cheerily. "We believe that could both benefit greatly, not only from the peace it would bring. The Tsuchikage has also offered to allow your young ninja to come to Stone, to train abroad, if they so wish." Tentou was rather happy about the possibility of peace between the villages. In the little bit he had seen, he already enjoyed the village.

Naomi looked at the anbu who entered her office like he was a frog on a high school lab table, once more adopting the position of having one elbow resting on the desk, with her chin resting on her hand. Incidentally, this slightly bent over position would give the male quite a good look at her ample cleavage, something that she was aware could be used to her favor. As he spoke, her eyes darted to the missive she had just received, considering how these two things could be molded together to form some semblance of a whole. As he finished speaking, she nodded slightly, closing her eyes. "Due to recent bijuu attacks, an emergency kage summit has been called. Taking that into consideration, what I propose is this. For now, I propose that we consider our villages in a loose alliance. Then, after the summit, I will return with the Tsuchikage to Iwagakure to iron out the details of said alliance. When you leave, talk to me secretary on your way out. She will give you a homing bird which will carry the Tsuchikage's response to my proposal directly to me, wherever I may be. Now that that's out of the way, will there be anything else? Please note that I will provide whatever amenities you might need during your time in this village, if you ask for them" she said, only stopping to breathe. When she was on a roll, it was best just to sit back and wait it out.

Kotai simple walked into the Amekages office plopping himself down on a chair as he yawned.
"Im going to train, come find me when your free."
He said standing and vanishing.

Tentou noticed the Amekage's tactics. He smirked underneath his mask, he wouldn't fall for that. Besides, it wasn't as if she was trying to negotiate something he didn't want. Tentou chuckled to the Amekage and nodded. "Thank you very much Amekage-sama. I will likely be reporting to the Kage Summit you speak of to defend my Kage. Maybe we'll see each other again, hopefully. Thank you for your hospitality." Tentou stated, giving an eye smile. He walked out of her office after giving a friendly wave and made his way to her secretary. The ANBU told her what the Amekage had told him and waited to receive the bird to be sent off. He would likely get it after the Summit, but the Tsuchikage would be notified there of the bird anyway.

Naomi didn't even acknowledge Kotai, seeing as he was unknowingly interrupting an important meeting. She nodded in response to what the anbu had said, before reaching up to brush a lock of hair out of her face as she watched him walk out of her office. Once he'd left, she began to think of who she would take to the Kage summit. Obviously, Shimo would be accompanying her if he made it back in time from the mission she'd sent him on. Then maybe Kotai, to give him a chance to get out of the village, and to give him a chance to learn. With that last thought in mind, she formed some lazy handsigns, causing a single Mizuhada Bunshin to appear beside her. The clone nodded it's head to her, before turning around and leaping out the open window nearby.
