"Built in a secluded area around a rocky outcrop, the building was set in an old lakebed. It was planned for the ground floor of the building and the surrounding flat area to be a training area but not long after completing the residential building, construction on the ground floor drilling through the lake bed burst into a pocket of water. The lake was still there, only hidden underground. The water gushed out and soon the apartment building was stranded in the middle of a lake. However, instead of abandoning the building, a small bridge was built and more apartments were built, loving the idea of being on water. Some of the higher-ranking ninja of Rock have the option of getting an apartment underneath the water where fish and plants have since been planted and can be seen from the windows."
