Nicknamed 'The Spire' due to how the inner workings are made, the Mizukage's work place is abnormally tidy. The inside of the building is like all other Kage towers, but in the center of this tower, there's a spiral staircase, which someone can use to access any level of the tower. The only exception is the level below the ground floor. No one but the Kage or those the Kage wills to enter may. This is because it's sealed with a spcific jutsu. The only real time anyone goes down there is when a new Kage takes office, and they usually only enter once. Beyond the door and ANBU S-Class guards is rumored to hold all of the village's secrets, old and present.

Takashi entered The Spire. He began to walk up the staircase to enter his office, but a worker stopped him. "Sir, you have guests. They're from the NCC." Takashi nodded and continued up. He stopped on the third floor and went down several hallways, somewhat like a maze.
He entered a pitch black room. Once the doors closed, lights lit up. It was a large dome room, with a giant round table in the middle with a miniture village built on its top. Four older men stood next to it. They were members of the NCC, the Noble's Congegation Council. They were a party created to try to force the noble's will on Takashi. They couldn't.
At start of every week, the council would seen members to discuss changes Takashi made to the village, financial problems, anything that they didn't like, basically. Then he would turn around and say what he would do regardless of what they want. It never went smoothly.
Today was no different. They left the Spire fumming. The workers laughed a little, as they always did. When Takashi returned to the ground floor, they got back to work. He exited the Spire; he didn't trust the NCC to stay quiet this time.

XXXXXXXXXXXXXXX Three knocks on the office's door echoed through the hall and inside the office. The door was pushed open gently a shadow shaped like a man stood in front of the office's entrance. It walked into the office as the shadow's appearance become more and more clearer when the light on the ceiling revealed itself.
The figure was fully cloaked. The figure itself was tall. Maneuvering its hand slowly and stopped just above it's forehead. Gripping the cloak as the figure pulled the cloak and revealed the clothes underneath it. It was a man who bore the Mist Village's insignia on a bright steel plate. The headband was strapped on the figure's neck. The figure's hair was rainy grayish brown. The eyes show no sign of fear nor hatred. It was calm, cool and collected. The figure appeared to be a man. He wore a fitting black long sleeve undershirt while wearing a light blue Leaf Style flak jacket. His pants was a normal shinobi pants and as well as his pair of shoes. On his waist is a black scroll holster.
Sinking his hands into his pant's pocket as he smiled. The kage seems to be away. He leaned on the wall as the wind began to pick up inside the room. It blew the door shut. Closing his eyes as he rests himself while waiting for the kage.

Takashi rose from a shadow in the corner. It was as if the shadow was used as a portal from wherever he was to the room. "Can I help you?"

Fairu walked through the hall until she got to the kage's office. Her crystal ice blue eyes glanced at the boy leaning against the wall then to the man that just came out of the shadows. One of them had to be the kage. Since her bloodline was just awakened, her chakara was sturring up inside of her but Fairu didn't seem to notice. She just waited to be called upon by one of them.

Takashi waved his hand to motion the new girl to enter. So this was the new gennin Takeo was talking about. The young girl that survived the Tariachi raid. Most of those brought to Kiri from that incident were locals of the Temple now. Takeo would love to... 'examine' her chakra, possibly for his hobby of understanding the un-understanded.
So far, he'd only had two new shinobi applications, and both were in the same room. He grinned somewhat at a thought irrelavent to the current situation. "So, what can I do for you as well?"

Fairu turned her attention to the man who spoke, she figured he was the leader of this village. She bowed and stood streight up with a small smile. "My name is Fairu Rittaru but, you can call me Fy-fy. I'm a new gennin and I was wondering if I could get a head band and maybe be assigned to a squad," she said, Fy-fy tryed to be polite as possible. Her soft baby face kept the small smile, awaiting his answer.

Takashi nodded. He wandered to his desk and pulled open one of the bottom drawers. He threw a Mist headband to Fairu. "Miss Rittaru, we're currently short on squad leads. So, as far as you're concerned, I'm your sensei for the time being. Once we can assign Mister Yamamoto a squad, he'll be taking you."

Fy-fy lifted up her hand as she sleeve of the too long sweater slid down, revealing her hand as she caught the headband. She unfolded the straps and tried it around her forehead. Fairu listened to Takashi as he talked and waited until he was done. She nodded until he was done. "Yes sir, so what do you want me to do first?" Fairu said as she eyes filled with excitment.

XXXXXXXXXXXXXXX Kyuri pulled his body off the wall and bowed towards the Kage. "Sorry if i havent introduced myself. Im Kyuri Yamamoto, your loyal Jounin." Kyuri turned his attention towards the girl that just came in. This little girl is actually a Genin. By her appearance, she looked like trouble.
XXXXXXXXXXXXXXX Kyuri then paid his attention back towards the kage. "Mizukage-sama, with all do respect please assign me to a mission or squad. As long as it keeps me occupied please." said in a calm tone. His voice was deep though. He spoke calmly but, at the same time he sounded so serious. Its like he was thirsty for blood. His personality was a bit unusual.

"Miss Rittaru, go to the ground floor. Ask for a Mr. Yasal. Do as he asks. Once you're done, return here; I'll know what to do with you then. As for you, Mr. Yamamoto, I believe there is something you can help me with. If I recall right, there are a few people within the village who are behind on payments. I would send someone from the Spire, but these people aren't your average villager. He handed Kyuri a sealed folder. "The information you need is in that. The first is a man by the name of Kaito Shuito. I have my reasons for thinking he's in the markets. The second, Origo Faliyu, makes frequent stops to the new Temple. The third, Yuu Nagamo, you'll have to find yourself. She's a mob hitwoman gone soft, now working as a merc for hire. She'll be... different than the others. The folder holds pictures to better identify your targets. Have them pay up and bring the cashe to the Temple. They'll be spearheading an upcoming intallment to the village.
Return here when you're finished." Takashi folded his hands as he say in his chair, and turned the chair to face the window overseeing the village itself.

Fairu nodded as she tuned and started her way down stairs. She jogged down until she got to the ground floor, her blue eyes searched for Mr. Yasal. Finally Fairu found someone, she took a deep breath and walked over to him. "Excuse me, Are you Mr. Yasal?" Fy-fy asked as her eyes filled with hope.

The man looked like he was fifty, but was a giant of a man. Six feet tall, and three hundred pounds of pure muscle. His only had a pair of overalls on, and his orange tinted skin was covered in scars. Obviously he was a veteran of the village. He looked down at the young girl. "Yea, 'n what's it to ya, missy?" His gruff voice bombed in the room. Through the crowd chatter, he was heard clearly by all.

Fairu listened to the guy until he ended is sentance. She had a small smile on her baby soft face, "The kage told me to come down here, fine you, and do whatever you need me to," she said as she kept her wide crystal ice blue eyes on him.

XXXXXXXXXXXXXXX Kyuri smirked. This is kind of a troublesome mission but, it'll fill up his free time. Kyuri turned around and walked towards the door. Lifting up his right hand as he reached for the nob and twisted it opened. Gently pulling the door and walked out of he office without anything more to say. The door closed behind him and in a split second, he disappeared.
