The Council of Five is the highest authority in the Flame Village, and oversees the country's entire war effort and political standards aside from the Agnikage. It is they who the Agnikage consults with before making major decisions that may effect the Flame Village on a grand scale. They are also responsible for overseeing the newly appointed Agnikages, as they have influence over what candidates should be chosen. A large room located in the Upper Ring of the building where the council meets to discuss plans. The Council's war room is where they draft their war plans before sending them to the Agnikage for final approval. On the floor of the room is a large map of the world with colored stone pieces that resemble embers spread out across the floor representing shinobi units. The members move these pieces around to deduce the most effective battle strategies.
