The Seireitei pack was once one of the largest of the GD packs, centered in a valley in the hills of the Orxlo Mountains they also called Seireitei. It was a pack with the odd central belief that all the pack members were dead, as was the pack in the Primus Valley, and it was their duty to protect the "living" dragons from the ones in the Primus Valley. The plague hit the Seireitei very hard, and almost all the dragons died. Yes, very tragic, but what hurt more was that the survivors were scattered to the four winds, leaving almost no one alive in the Seireitei Valley. One of the few survivors was a formal criminal, Kuchiki Rukia. Rukia has taken the reins in the absence of any higher authority and is now the Interim Commander. She has set out from the Seireitei Valley to find all the survivors and bring them home...and she's changing the pack with the times and recruiting new members as she goes. With a new future on the way, who can say whether these changes will be permanent...whether Rukia will continue to guide the Seireitei pack...and what the future of the Seireitei pack will be?

The Seireitei pack at its height was organized into 13 squads of at least five dragons. Commander: This is the captain of the first of the 13 squads, the leader of the 13 captains. Captain: The leader of one of the 13 squads, a rank of great importance and responsibility. Vice Captain: This is the second in command in any squad. If something happens to the captain, the vice captain takes over, until there is a captain in that squad again. All other adult dragons are shinigami. Teens are students or junior squad members. Anyone younger is classified as a child. The exception is pack members who join as teens or adults; they are called substitutes and were considered not only rare (one case every few generations), but also the lowest accepted adult rank in the pack, at the same level as students. Magic is rare in the Seireitei pack, as it is for all dragons. Dragons with magic are much more likely to become captains, though not all captains are capable of magic. The captain of the Fourth Squad MUST be able to use healing magic. The dragons of the Seireitei believe that they are dead. They believe that the inhabitants of the Primus Valley are dead, and also heartless or soulless...howsoever that works. oO While they will periodically tolerate the Maximals, the Cons must be destroyed. They also believe that adult dragons' souls are bound to the soul of a familiar, which they call a zanpaku-tou. Unfortunately, since the Seireitei believes that they are not exactly alive, families are rare--blood families, that is. Blood families are one of the most treasured concepts to the Seireitei, and adopted families, which are often very large, are of next greatest importance. Having a family, whether by adoption or by blood, is a very precious thing to the dragons of the Seireitei. Reincarnation is also a very important matter to the Seireitei. It is accepted that a soul rests for some time before reincarnation occurs, so when a dragon dies, a wake of sorts is held for the deceased. The wake is a serious event with hope for a better future. The decision to find one's way back to the Seireitei after reincarnation is one's own decision and the decision of the Guardians, whom the Seireitei respect utterly and entirely, but the reincarnated dragon must start out from scratch. For example, if Hitsugaya died, was reincarnated, and returned to the Seireitei in his next life, he wouldn't be a captain anymore; he'd start out from the bottom of the pack and rise accordingly. However, his zanpaku-tou would still be considered his, since it would be the same soul in a new body with potentially different abilities. Crime was a serious matter in the Seireitei before the plague. Punishment for breaking one of the few traditions of the Seireitei ranged from banishment to bearing a red collar and having one's zanpaku-tou confined. Rukia's crime isn't known, simply that she was forgiven, which is a rare case. Rukia's downplaying the matter of crime and punishment in the Seireitei pack for the sake of reviving the pack, and because she is a former criminal of the most serious sort.

Generally, the Seireitei prefers to adopt children, babies, and eggs, and a fully-fledged shinigami will raise the little one. As stated before, teens and adults who join are considered substitutes for life. The exception is if a substitute becomes a vice captain or a captain. For example, Ichigo is a substitute. To cease to be a substitute on the same level as a shinigami in training, Ichigo would need to rise to be at least a vice captain. Rukia's breaking the rules about bringing teens and adults into the pack to save the Seireitei, so rules are loosening. Normally, teens are trained to be a shinigami. Upon reaching adulthood, a teen joins a squad, gets the squad's number tattooed on their shoulder or hip, and gets a zanpaku-tou. All shinigami have a zanpaku-tou, regardless of rank, squad affiliation (or lack thereof, since substitutes are considered freelancers, and exiled shinigami have no official squad affiliation), etc. A final note on the higher ranks: all dragons except the cosplays of dragons of at least a vice captain level must RP their way into the given rank. The cosplays of current captains, vice captains, and the commander will have first dibs on that rank in the Seireitei pack, to be fair, since Rukia's looking for the leaders. RP contests will periodically be held for some of the more popular cosplays, but Vizards will not be available, except through a special event Geyser and I will be hosting in conjunction with the 'Con pack. It's a plot point, sweeties, and that's when Arrancar and Espada cosplays will also be available. Arrancar, Vizard, and Espada cosplays will have stipulations on backstories and rank in the 'Con and Seireitei packs, just as a warning. Some squads are more open to new members than others, and some squads carry requirements and such for dragons. Please be aware of this when picking which squad your dragon will join. Squad #1: No stipulations. Captain: Yamamoto Genryuusai*; Vice Captain: Sasakibe Choujirou*; Flower: Chrysanthemum Squad #2: No stipulations; linked for some time to the Special Ops (scouts). Captain: Soifon*; Vice Captain: ; Flower: Tulip Squad #3: No stipulations. Captain: None; Vice Captain: Kira Izuru*; Flower: Marigold Squad #4: Medical squad; must be led by someone with healing magic. Captain: Unohana Retsu*; Vice Captain: Isane Kotetsu*; Flower: Bellflower Squad #5: No stipulations. Captain: None; Vice Captain: Hinamori Momo*; Flower: Lily of the Valley Squad #6: No stipulations. Captain: Kuchiki Byakuya*; Vice Captain: Abarai Renji; Flower: Camellia Squad #7: No stipulations. Captain: Komamura Sajin*; Vice Captain: Iba Tetsuzaemon*; Flower: Iris Squad #8: No stipulations. Captain: Kyoraku Shunsui*; Vice Captain: Ise Nanao*; Flower: Bird of Paradise Squad #9: Keepers of the Records (honest, I looked it up). Captain: None; Vice Captain: Hisagi Shuuhei*; Flower: Buttercup Squad #10: No stipulations. The only cosplays from Bleach we're going to put limits on are the Vizards, the Arrancar, and the Espada; they're going to be introduced in a plot event with the Con pack. We'll have details on them available when we do this little event. Other cosplays will be available from time to time in RP contests, rather than have pack customs. Which cosplays are available will be determined by popularity. ^^ Like the Na'vi pack, there are going to be some edits that are OK in this pack, and some that are not. Hair edits and jewelry/small clothing edits are OK. Acceptable jewelry/small clothing edits are edits that appear in at least half a season's worth of episodes in the anime (it must be visible on the character's person in parts of at least 10 episodes). For example, for Rukia, it's her collar from the Soul Society Arc and her glove from the Substitute Arc. Full clothing edits...no. I'm increasingly *not* in favor of full body clothing edits. The higher ranks will have edits. Instead of haori, the captains will wear a white scarf. Yes, this means Kuchiki Byakuya will have two scarves. oO The vice captains will wear the same armbands they do in the series with the same floral motif. No, tattoos will not pass on; they only appear in the adult or teen stage as a result of a ceremony of sorts, and a child may choose to go into a totally different squad than either parent. ^^

EDIT: While I will let people get unlimited numbers of Bleach cosplays (and will allow for pack customs for Seireitei under special terms), I'm going to say each person may have one active dib at a time. The four of us have active dibs (even though Matsumoto and Rukia are about ready to be certed and released), so we cannot dib anyone else until we have the ones we've dibbed. ^^;

Personality: She's very carefree and lazy, usually avoiding the jobs of a lieutenant so that she can sleep. Despite her avoiding her responsibilities, Rangiku can be serious when need be, and often gives important and useful advice. She has an unwavering loyalty and devotion for her Captain, and frequently tries to get him to lighten up. (ripped from Wikipedia since my blurb sounded horrible.) History: When the plague hit the Seireitei, Rangiku was out on a mission. What she returned to find was a ravaged place and though she would have tried looking for survivors, her first thoughts were of her Captain.  Shihouin Yoruichi here needs a home, and the Seireitei pack needs a fifth dragon. I colored up this hottie while I was doing some other freebies for the Seireitei pack and its plots with the 'Cons. Will you be the one to take her home? Well, we'll see, my only stipulations are that I don't want her owner disappearing from the shop and I want her RPed in this RP contest as her character in the manga/anime. So what's the prompt, I hear you cry. Shihouin Yoruichi was born into one of the few families of the Seireitei pack and even became a captain, the captain of Squad #2. However, some time ago, she committed a crime that resulted in her being exiled from the Seireitei sans her familiar (zanpaku-tou). Sucks, doesn't it? Your job is to tell me the following in an RP response: what was her crime; how she feels about the Seireitei pack and her punishment; is she returning, will she be reinstated as the captain of Squad #2 (I'm leaving an option this time, instead of giving first dibs to Soifon); and if she had magic as a number of captains do, what was her magic?
