Yes, the camp does have a Pokemon Center. It's located right as you come out of the lake entrance, placed for your convenience because the lake and forest clearing nearby are nice places to train your Pokemon.
Inside is how you would expect every Pokemon Center to look, except for the trainer rooms. No longer is the Pokemon Center here for you to sleep in as you continue your journey. Now it's purely only for your Pokemon's needs.
