"Who's Next" is probably their best with "Quadrophenia" in a close 2nd.

The Who are fantastic. Quadrophenia is their best album, I'd say Eminence Front or 5:15 is their best song. (Opinion)

Who's Next is their best singles album.
Quadrophenia is their best concept work.

I'd say either Tommy or Face Dances are my favorite album. (As of right now). My favorite ommy song is "Overture", and my fave Face Dances song is either "You Better You Bet" or "Did You Steal My Money?"
