Since he is an alien he looks at the world in a diffrent way, and does things it and diffrent but not very sensible way. He is a smart guy, hes just very clumsy. Why does he not look like he alien brotherin? Simple, artificial human tissue, mission had to be top secret, for some reason those aliens on Mars didnt really like the body the abducted so they put it on "Bean" and sent him zooming in a ufo and literattly droped him on the the concrete streets of London.
