The Systems Alliance The Systems Alliance is the military and political face of a conglomeration of moderately advanced races inhabiting a cluster of stars and nebulae at the edge of the Stargate Network. The Alliance made contact with the Mirai shortly before the foundation of the IPU and are one of the strongest supporters of the IPU. To that end, the Systems Alliance laid the hulls of the IPU Cruisers and are the single-most organization responsible for the impressive scale of the vessels. The Systems Alliance is a supranational governing body responsible for the defense and political representation of the various independent planets, colonies, and other facilities within Alliance space. The Alliance consists of a Parliament representing all members (by population but with a guaranteed minimum representation) that sets legal policy, settles international disputes, and commands the Systems Alliance Navy and Marines. The Systems Alliance Charter decrees all the rights and duties of the Alliance and may be changed by majority vote of the member nations (not their Parliamentary representation, but the member governments themselves). Among their rights is the ability to tax all interplanetary or space-based commerce. This is their primary source of revenue. Among their duties is the responsibility to represent all member nations and their interests to any alien power or in disputes between members. Systems Alliance Parliament and the Superior Board:The highest governing body of the Systems Alliance is its Parliament, which convenes daily aboard the Citadel Station, a massive space station located roughly in the center of Alliance Space, alternatively known as Citadel Space. The highest authority of Parliament is the Superior Board, a body of five representatives voted to the board by their peers. It is the duty of the Superior Board to rule over major Parliamentary proceedings and judge major disputes. The Superior Board is at once the highest judicial and executive body of the Systems Allance, but may not set policy. At any time, members may be voted off the Board or replaced when another representative is voted onto the Board.

The Alliance Navy The Alliance Navy is the military arm of the Systems Alliance; fielding several varieties of six main classes of vessel: Fighter, Frigate, Carrier, Cruiser, Dreadnought, and Relay Carrier (ordered by military weight). Their strength lies in fire support, flexibility, and speed with sophisticated technical support (VIs, drones, artillery, electronic warfare) and emphasis on mobility and individual initiative. Their military doctrine is not based on absorbing and dishing out heavy shocks, rather, they bypass enemy strong points and launch deep into their rear, cutting supply lines and logistics, destroying headquarters and support units, leaving enemies to 'wither on the vine'. On defense, the Alliance military lives by Sun Tzu's maxim, "He who tries to defend everything defends nothing." Only token garrisons are placed on their colonies outposts. These are intended for scouting rather than combat, avoiding engagement to observe and report on invaders using drones. However the Alliance stations powerful fleets at Mass Relay nexuses so that in the event of an attack they respond with overwhelming force. Alliance Marines:The Systems Alliance ground forces are the Alliance Marines, small arms combat specialists equiped with combat hardsuits and multiple advanced small arms. Unlike other militaries, Alliance Marines do not have a separate chain of command from the Navy, but are simply naval soldiers who receive equipment and training for small arms warface. The Commanders-in-Cabinet:The highest military officers of the Alliance Navy form the Commanders-in-Cabinet, the commanders of the Twelve Grand Fleets of the Alliance. These twelve individuals answer directly to the Alliance Parliament and have the right of an immediate audience with the Superior Board at any time. In the structure of the Alliance military the C-in-C parallels the Superior Board, but of course differs in that its members are not voted in, but promoted to the position. Also, the Commanders-in-Cabinet ordinarily do not convene in person, but instead hold virtual conference by dedicated secure lines. The Special Tasks Group [STG] Intelligence field agents of the Systems Alliance are grouped into an organization called Special Tasks Group, usually deployed by the Superior Board. STG operators work in independent cells, performing dangerous missions such as counterterrorism, infiltration, reconnaissance, assassination, and sabotage. The STG is a proactive organization, puncturing worrisome trends before they become movements. They are used to monitor 'developing situations' because they tend to attract less attention than more prominent figures, such as Spectres. This also allows them to quietly 'handle' troublesome individuals. STG operators are brutally practical, devoted to accomplishing their mission regardless of the cost involved--to others or themselves. STG operators are highly flexible, accustomed to carrying out their missions on shoestring resources and changing their tactics when necessary. STG operators are feared throughout Alliance space for their clear-eyed, remorseless practicality. They are willing to do whatever it takes to achieve their mission, even if it kills civilians or results in the team's own destruction. In many ways, they are akin to the Spectres. STG operatives who showed exceptional skill were some of the first Spectre candidates. The records of STG missions are sealed and even the greatest agents are only known by codenames.

Special Tactics and Reconnaissance [SPECTRE] Spectres are agents under the Special Tactics and Reconnaissance branch of Parliament, an elite group selected from different species of the Systems Alliance. They have one primary goal: preserve galactic stability by any means necessary. They are above the law and will do whatever it takes to complete their mission. Spectres either work alone or in small groups depending on what style they prefer. All records of the Spectres are sealed and only granted access with permission of the Council. It is not even clear how many there are. Each Spectre is hand-picked by the Superior Board after proving that they are an individual of exceptional ability and self-reliance. Spectres have no command structure. They answer only to the Superior Board, and in some cases the Board prefers not to know the exact details of how a Spectre accomplishes their mission. Spectres act in any way they see fit, either with careful diplomacy or ruthless force, being officially above any law. Some people see Spectres as a potential risk because they are not constrained by the law, while others are in awe of them. The assignment of a Spectre is often less contentious than a military deployment, but shows that the Superior Board is aware of a situation. Candidates for the Spectres typically have years of military or law enforcement experience before even being considered. The screening process involves background checks, psychological evaluations, and a long period of field training under an experienced mentor. Because of the rigorous selection process, Spectres might sometimes use unorthodox methods but they rarely go rogue. When it does happen, the only solution is to revoke their status, then send another Spectre after them. No one else would be up to the job.

Systems Alliance and the Hall As a supranational government, the Systems Alliance maintains a unique relationship with the Hall of Co-Aligned Planets. This is the result of two predominant factors, the Alliance tax system and the strength of the Alliance military. Taxes are the primary source of income for the Systems Alliance, but their charter restricts the ability to tax to space trade and trade between the members of the Alliance. If Stargates were placed on these planets it would enable trade with foreign planets that is non-taxable by the Systems Alliance. While an argument could be made that trade between members is still taxable, it is likely that this trade would nearly cease due to free trade with foreign planets. In fear of loss of revenue and power, the Systems Alliance has blocked the installation of any Stargates on Alliance planets. Instead, the Alliance has forged several treaties with nearby gated planets to foster taxable trade. This is where the strength of the Alliance military comes into play. Excluding the Mirai, Orai, and possibly the Djin, the Systems Alliance possesses the largest and heaviest (in broadside wattage) military fleet of any single member nation. The ability of the Systems Alliance to defend their territory is unquestionable. The strength of the Alliance military is great enough to bear weight in the Hall and grant some influence, which the Alliance worked hard to amplify by supporting the IPU and joint actions of the Hall. Relations with the Hall are strongly positive, but there are fears running deep in Parliament that foreign influence will undermine the Alliance's power and sovereignty.
