Both Celty and Kida with him would be cute, along with Shizuo, but Izaya doesn't seem like the kind of character to fall in love or want that sort of thing. He’s more of the type to play with someone for fun, and then throw them away when he gets bored of them.
In my opinion anyway.

But judging from the preview for ep 18, they kinda fight like brothers xp

SasuNaru -is- a love/hate relationship. D< Naruto once had respect for the guy.
Shizuo has -always- hated Izaya, from the minute they met, and they've been constantly tearing at each other since. D< There is NO LOVE WHATSOEVER there.
