While reading the Roleplay rules I read a rule saying 'No Planet Destroyers' I had the idea of a planet wide glassing. Is that legal? For those of you who don't know what a 'Glassing' is, its a simple term to say that you take a Super Carrier(Stationed in Space)fires a beam of super heated nuclear atoms. When it hits the surface it burns anything. Soil is unusable, life cannot survive but it is sustainable and it renders that area of the planet useless to any inhabitants. So I ask, what is this considered?

Well I say it would depend on the RP but for them most part, but any attack that would render an area uninhabitable for the foreseeable future we sort of lump together with the planet killers. That rule is generally referring to characters themselves and the equipment they carry around. That's more of a profile rule than anything else.
You would need to talk to the Roleplay creator and ask them. Obviously if its a one on one bout you can't bring down a beam of coherent destruction on your opponent from a ship based in orbit, but if you are in a naval/space battle or something and you guys are lobbing antimatter killemall shells then it would be allowed.
I guess a way to look at is that the profile of my character cannot possess a nuclear weapon, but should I stumble across a nuke and get it working, I could set it off if I wish.
Anyways, to summarize, no it will not be allowed for your character to possess the ability to glass a planet from the start and have it listed on your profile, but if the RP creator allows for you to either possess/steal the ship than it would be allowed.
That rule is mostly there to prevent DBZ style earth shattering kabooms from people.
