What effects does the daycare center have on EVs if a pokemon levels up there?

None whatsoever.
They gain absolutely no EV's in the daycare center nor do they lose any. But you may want to be careful if you have pokemon with egg moves that may get deleted there.

i'm thinking i will count steps until i can get within 500 exp points of leveling biggrin
or keep track of what moves they learn at which levels so i can level them past that level and repeat that...

Second option is easier to pull off but may take a longer time. That's probably what I'd do though.
