Why does everyone think CL is anime? The creators of the show are French.
Anyways, it looks like the problem is a combination between a lack of activity, interest, and the show itself's popularity.
MY SUGGESTIONS:
...for the lack of active RPs: my suggestion is let fanfiction take over where the show ends. It gets boring RPing the scenarios in the time frame of the show, because everyone knows what happens/is going to happen. CL has good concepts and interesting characters and setting, but they didn't build on it enough. That's why the show died prematurely. If you apply imagination to the parameters and conditions set forth in the show, endless possibilities arise.
...for the lack of activity: the obvious solution is to start purging the guild of inactive members. I suggest sending out guild announcements giving all members that wish to stay a warning/time period by which they have to post in the guild. Afterwards, start deleting all members who don't respond. For new members, we should advertise aggressively in the forums. Well, not to the point where we're overdoing it, but let's face it, in this area we need all the help we can get. This means members should start posting regularly and inviting all their friends who are active RPers.
And since we can't hack into the internet like XANA and boost the show's popularity, that's all I have for now.
