As I have seen from the new English trailers released on the new Xenosaga II site they have changed a MAJORITY of the voice actors.
It could actually be just the clarity of the trailer though.
However these are the ones that are not the same as Xenosaga Episode II as far as I've seen.
KOS-MOS chaos Shion
Until there is a official voice-actor list we will not know.

It was announced a while back that Shion, chaos, MOMO, and Jin all have new voice actors. Ziggy and Jr are deffinantly the same (from what I've heard in other trailers and interviews). KOS-MOS I'm still a little iffy on, from the trailers on the site she sounded different *cough*HORRIBLE*cough* but I'm kind of thinking it's just the poor audio quality.

I doubt Jin was changed due to the fact that he was played also by Albedo's voice actor, Crispin Freeman. However since Jin had such a small role in Xenosaga Episode I, they could of changed it.
KOS-MOS' voice actor, I do hope it was poor audio quality, nothing can replace the monotone voice KOS-MOS had in Episode I. Let's just face it, if they changed it we're all going to have to go on a riot.
MOMO sounds the same, they probably didn't change her. I was watching the car scene and her voice is just as cute as Episode I.
However Shion's voice, is going to take a while to get used too. We'll miss the old Shion, but the new Shion looks a bit promising, due to the fact whenever Shion screamed out, "KOS-MOS!" It was kind of irratating. o_O
Also the new voice actor for Shion sounds close enough to the Japanese voice actor, which is a bonus considering Shion's Japanese Voice Actor is considerably good.
But, god, pray that they didn't change KOS-MOS!

Yeah, I'm glad their not changing Junior. I hate having to get used to new voices. I hope they're at least better if they are going to go to the trouble of changing them.

The original KOS-MOS voice done by Ruby Marlow I believe...was PERFECT they had no need to change it. crying
