I have this problem a little before... well actually since I install it...
I executed

sudo apt-get install wine-1.3

and it works pefectly (although, some apps must be in Root unless executed in terminal)
but my point. Theres No Sound and I couldn't find my ~/.wine/config either
btw I have OSS, ALSA, NAS, JACK, EsounD enabled... What Exactly Can I run in Terminal? (if used out of terminal its run as root)
EDIT::
Full Sound, 44100, 16
I doubt it has to do with it but I also executed

OLDKERNELS=$(dpkg -l|awk '{print $2}'|grep -E $LINUXPKG |grep -vE
sudo aptitude purge $OLDKERNELS

What kind of programs are you running under wine that requires it to be root? Most of the time you start a program under wine using ether:

$ wine "name of program"

or
$ wine /path/to/exuctable

Two things that come to mind right off the bat did you set up the sound under wine? Usually it is a good idea to configure wine right after install, this is done via the winecfg command:

$ winecfg

For referance here is a screenshot showing my Audio tab under winecfg

Also make sure that you have the most current version of wine installed, looking at wineHQ the latest development build is 1.3.2. As a general note about wine though it is always a good idea to check the AppDB for any program you are trying to use with wine, it is usually good about informing how well that program works under wine and if there are any needed hacks or tricks to get it to work.

I hope this helps any at all
