The reason they want this is basically cause they want a fighting/sparring forum, this means it can basically take place anywhere from the world of the living to hueco mundo to the soul society and such

its not redundent. think about it if people are bored and want to fight each other without it having any effect on the story line then this is where they do it, think of it like a vs game on like street fighter, its not story mode but you can still fight other characters
