The Magic Council is the ruling body of Fiore. The Council oversees guilds and keeps them in check, and they are responsible for the events, caused by mages. For this reason, they do not hold the Fairy Tail Guild in high regard due to their idiocy and property damaging tactics. The Council has nine members at a time, along with a chairman that makes the final decisions.

The Rune Knights are a subdivison within the council that does their dirtywork. The Rune Kights go around inforcing the council's ideals of justice.

The Ten Wizard Saints (聖十 大魔導Seiten Daimadou) are titles given to the ten best, and thus often most powerful, mages in the continent chosen by the chairman of the Magic Council (it must be inferred that strength is not the only basis for this title due to incredibly powerful mages who are not wizard saints.)
