Personality: He acts carefree and slacks off constantly, but is deeply loyal to those who have earned his trust.
Bio: Was the captain of 11th squad 1,400 years ago, but left after his sister was killed during a battle. He started wandering about the world of the living until he found Karakura town and decided to protect it's inhabitants.
He now runs his own small candy store somewhere in Karakura town with Shingotsu's help. It is moderately successful and he likes to give out free candy for no apparent reason. He can usually be found around karakura town, sleeping on rooftops, doing odd jobs, or fighting random hollows.
He traded the ability to use kido in order to learn Shingotsu's techniques.
His zanpakuto has the unique ability to manifest her own body, and she loves nothing more than to pester him.

Shikai Ability 1: First wind: Sussu Wakki
Creates a large gust of wind capable of knocking foes backwards. Slows down Shunpo. Equivalent to a 10th level offensive kido.
Shikai Ability 2: Second wind: Binding Gale
Creates high-speed wind currents to entangle an opponent's movements. Equivalent to a 30th level binding kido.
Shikai Ability 3: Third wind: Ripping Gust
Sharpens and concentrates the wind along the blade, making it hit harder and faster. The blade shape can be modified and extended.
Shikai Ability 4: Fourth wind: Blinding Breeze
Concentrates dust and particles in the air to reduce enemy's range and acuity of vision.
Shikai ablity 5: Fifth wind: Repulsing Gale
Creates a strong gust of wind from the hilt to reduce the speed and strength of incoming blows. Automatically happens, but is stronger if done intentionally.
Shikai ability 6: Sixth wind: Piercing Blow
Spins the wind on the blade at ultra high speeds, and releases it with a thrust, creating a drill effect.

Bankai Description: A traditional Chinese halberd. Rei is accompanied by Shingotsu, who wields a Sakabato like Rei's Shikai and sealed states. His hair becomes whiter as his reiatsu is consumed.
Bankai Abilities:
Bankai Ability 1: Seventh wind: Suffocating stillness
Seperates the oxygen from the air around enemies, slowly depriving them of air, effectively suffocating them. Can only affect a small area, so it can be evaded by moving.
Bankai Ability 2: Eighth wind: Raging Torrent
Mixes Hydrogen with oxygen in the atmosphere to create water, which is controlled on the wind, and used to strengthen blows. Reduces speed of Attacks slightly.
Bankai Ability 3: Ninth wind: Sonic Blade
Wind along blade rotates at speeds above that of sound, creating a small sonic boom when the attack is released. The wind is released from the blade in the form of a wide crescent moon. The attack cannot be blocked by blades, ceros, walls, or other techniques. It travels in a straight line, so evasion, while difficult, is the best option.
Bankai Ability 4: Sealed wind: Black Hole
Only usable by shingotsu During Bankai.
Far from being an actual black hole, this technique removes all air and wind from the edge of the blade, essentially creating a vacuum along the length of Shingotsu's sword. When the edge of her blade comes in contact with solid matter, it instantly begins reacting with the air in the atmosphere, which floods back along her sword blade, creating a back draft effect which causes a potent blast of reiatsu. Was designed to remove armors and pierce shields.

His strength is somewhat high, being a captain, but is nothing to brag about.
Ushio De Bankai: After 1800 years of fighting as a spirit, Rei has learned an art beyond the strength of Bankai. It is the complete unison of Shinigami and Zanpakuto.
His right arm is covered from the hand to his shoulder in dense reiatsu, much like a Hierro. His left arm is covered up to his elbow.
His sword becomes a long Katana, as apposed to a Sakabato like his sealed and shikai states.
His physical speed and strength are multiplied many times over, making his speed top class.
He gains the ability to fade in and out of the physical state on the wind. Since he is technically gaseous in this state, he is weak to extreme cold.
Due to his speed and the general difficulty of hitting him in this state, he has gained the moniker "the shadow of the wind"
