The year is 2578. The human population has swelled to a staggering 75 billion, but instead of overcrowding the planet, the population instead moves out into space, creating colonies in orbit and on the lit side of the moon. Except, even with the extra space provided, much of the hospitable land of planet Earth is densely occupied, especially in cities. Over 500 years ago, studies showed that the higher the concentration of people in one area, the higher the concentration of criminal activity. Even despite the passing of time, humanity's greed, jealously, hatred, and insanity still lead people to commit crimes, and just like in the old days, the more people, the more crimes occur.
Kibō is one of the many densely-packed cities that are spread across the globe, and, like any city, Kibō is filled with crime of every sort. Murders, thefts, gang violence, drug trafficking, prostitution, rapes, corporate corruption, and every other kind of criminal activity occurs regularly, and not even the extremely wealthy and well-off can ignore it, as they are often the targets of thieves. But that's not saying that there aren't people around to stop it.
Despite corruption in major companies and sometimes even the government, the Kibō Police Department (shortened into the KPD) run like a well-oiled machine most of the time, working to keep the crime level of the city as low as possible. Organized into different departments, the KPD have recently have to deal with two major problems in the city aside from the usual: the Guild, and Phantom Thieves.
The Guild is a global crime syndicate that has recently taken an deep interest in Kibō, encouraging many criminals to continue their activity with the idea that the Guild will be backing them up. Phantom Thieves are a collection of high-class jacks, which is a shortening for jack-of-all-trades. For the right price, Phantom Thieves will steal whatever you desire, assassinate a rival, kidnap anyone you want, dig up dirt on another company, act as a bodyguard, or whatever else you want them to do. While it's obvious that the two groups aren't working together, they both bring more chaos to the city, something the KPD wishes to end.
Kibō has been turned into the setting for a war. A war between the police, the Guild, and the Phantom Thieves. The prize? Control of the city. And only time will tell who is the victor.....

.ɪɴꜰᴏʀᴍᴀᴛɪᴏɴ>The KPD: The Kibō Police Department is the complex group of law enforcement members that work to maintain peace inside the city. They are divided into several major groups. The ones that are focused on in this Rp are as follows:
>>>>>Organized Crime Bureau: The city's OCB focuses their days on investigating all organized crime in the city. Any syndicates that attempt to take root in the city get the attention from this group. They often work with other squads of the KPD, to see if any other crimes are related to the organized crime they're investigating.
>>>>>Major Case Squad: If a crime occurs involving larceny, kidnapping, robbery, extortion, or burglary, especially from banks and other places filled with things of high value, then the Major Case Squad is what gets put on the case. While they're not out there chasing down the one's responsible themselves most of the time, they're the ones who do all the problem-solving behind it.
>>>>>Task Force: The task force works on the field, chasing down criminals and stopping riots or attacks. >The Guild: The Guild is a crime syndicate that's spread worldwide. Everyone who's anyone has heard of the Guild. Legends like the Italian Mafia pale in comparison to the numbers and organization of the Guild. If they had their own land, they'd be a self-sufficient country. Extortion, murder, kidnapping, drugs, smuggling, illegal weapon tradings, abductions, thefts, they have their hands in it all. A city with a sizable amount of Guild members is ruled by none but the Guild. For many years, the Guild has barely bothered the city of Kibō, usually letting the people keep to themselves. However, with a recent improvement in economy, the city has a budding chance at becoming a global superpower, and The Guild wants in on it. There's even a rumor spreading that the leader of the Guild is in the city as well. The layout and total membership count of the Guild is mostly unknown except to it's members, except most members (except those undercover) usually have a dragon-shaped tattoo somewhere on their body. The main problem is that these tattoos can range from something ornate that covers their entire, to a simple tattoo of Puff the Magic Dragon on their ankle. And technically, they can't be arrested unless the police have evidence placing them as a member of the Guild.
>Phantom Thieves: Phantom Thieves were originally considered stuff of mere myth, and those who considered them real where often thought of as insane. Who could believe that there was a private collection of high-grade thieves, able to steal anything and everything they wanted? The Phantom Thieves is a tradition of sorts, passed down for thousands of years from generation to generator, while still welcoming new members. A Phantom Thief could be anyone: an 80-year-old woman with a seemingly bad back, the 20-year-old son of a rich executive of some big company, or the small urchin that you saw begging on the streets. To the Phantom Thieves, anyone with talent is a potential member, and whatever you can't buy, you can steal.
>Civilians: Civilians are your everyday people of Kibō, ranging from low-class to high-class. They're the people you ride the train with, the ones you buy your food from, or the ones that work for your company. They're the people the police department want to protect, the Guild wants to have some control over, and the targets of the Phantom Thieves attacks. Some might be good-natured, while others seek pain upon others, but all in all, they're people.<city of shadows> <plot> <rules> <information>
