get anime hair in rl every day. I want to change my hair cut (again rofl ) I want anime-esq hair color and everything. I want to have like dreamy pastel kind of color in it... Like this cute little girl  suggestions on colors styles and or tips?

To get colors like those, you'll probably have to get regular colors and wait for them to fade to get it looking softer. The thing with color hair (color as in purple, blue, green, etc.) is that you have to take out the color of your hair. (If it is black. Blonde, it depends on how light.) To take out color of your hair you have to bleach it, which obviously damages hair. >_< //personal experience. So it's up to you. =) Plus, the colors may be semi-permanent.

That's a hard question, because that doll has artificial hair, so it's not a reflection of how human hair behaves.
But pastels don't last very long. (Especially blue) And, since I know your hair is dark, you're going to have to bleach the living s**t out of it to get the colors to be as true as the picture. :/

Everyone always freaks out about having damaged hair, but the thing people don't seem to realize is that healthy hair is difficult to style, especially if you want a more extreme style (volume, shape, etc).
To get pastel hair you're going to have to bleach your hair to platinum blonde. You can probably do it in two sittings. First with a 40 vol. developer then with a 20 or 30 vol. You're going to have to use toner to take out the bronze/yellow tones or the pastels will be off. I use Special Effects toner after I bleach and Clairol Shimmer Lights Shampoo to continue for the week or so in between bleachings (depending on what level I'm trying to lift from).
You can get pastel hair right off the bat, you're just going to have to dilute the dye with conditioner, preferably a colour preserving one like Paul Mitchel Color. Make sure to evenly coat your hair, leaving 1" of your roots for last (same goes with bleaching, or you'll have hot roots) and really saturate it. Most colour says to leave it on for 20-30 minutes but if you leave it on longer, especially if it's deposit like Pravana ChromaSilk (this is the good stuff because it's also a keratin treatment) then the longer you leave it on, the longer the colour will last but it will also be more intense.
After dying I try to wash my hair as little as possible and when I do I do cold water only. I wash my hair every 10 days or so and use dry shampoo to keep my roots from getting oily- it also works as a root plumper so you'll get some volume too. I also use Paul Mitchell Strength mist and Moisturizing mist to restore protein to my hair. I have bleached and fried the ******** out of my hair to the point where I thought it was going to all break off if I layed down, but after using the PM Strength line, it's back to normal. Goldwell Colour Hairmasque is also something to look into, it deep conditions and locks in hair colour.
As for styling, you're probably going to need to get some clip in extensions and dye them to match to add volume and length depending on what you want to do.
