So during 4th bell I'm supposed to go down to the nurse and test and my teacher doesn't seem to understand this. Whenever I ask her she says no or ignores me and tells me to sit down. She know's I'm Diabetic and the nurse has even told her that I need to test at that time but she's just ignores her and doesn't care. What do I do?

Inform an administrator and file a compliant, whether it be you or your parents. By not allowing you to leave and check your blood sugar, she is putting your health and safety at risk.
Sai_Moogle is exactly right. You need to tell your principal or superintendent what is happening, that is just not right, just a law suit waiting to happen because of their stupidity.
