I Know one of the special Event In B&W is obtaining the Lock Capsule...But I Haven't Seen any Info on it other than the Item It Gives You (TM 95, Snarl)...
Is This a Past Event (That I Probably Missed >_>) Or A Future One?

I heard about it for the first time yesterday too.
I wouldn't worry about it too much.
From the name, I'd be led to believe it's a stronger form of Growl.
Then again, I am an idiot and have been known to be completely wrong.

Thus the reasoning for the Lock Capsule, which has the TM for Snarl inside. In a future event, you obtain the lock capsule and then transfer it into black/white and get the TM for it. . . .I think.

WB pretty much clarified what the Lock Capsule is and how come it's not available now.
As for your Zoroark, it was an event being given away at participating Toys 'R' Us stores in the US. It has the special move, Snarl, when you receive it, thus making it possible for other Pokemon to learn it via breeding. The move itself is released, but the TM isn't.
