The Tortogis. While they do not have what you call a main society or government or centralized society... they at least recognize that they are all of the same species-- if not the same nation. You see, for a Tortogi, their land is their nation, their house their castle, and their family their loyal subjects-- at least until someone swipes their booze.
Then all hell breaks loose.
