Living among the Urs Mountains, are the... Urs. Duh. The bear-like natives to the mountains live in little villages on the peaks, up and away from the rest of the continent.
Living on the great volcano in the center of the mountains lives the Urs king, in a huge stone castle with a large magma moat. From here he and his wife the queen reigns over the entire region.
His two children, a prince and a princess, aid in his rule by keeping tabs on one end of the mountain chain. The Princess rules over the Western mountains, the Prince over the Eastern mountains.
Two dukes each report to the prince and princess-- each managing about a quarter of the mountains when the Prince and Princess are unable.
Under the Duke are the Earls, which keep tabs on all the little Urs towns that dot the mountains.
The Villages themselves are at first what appears to be a collection of log cabins. Enter one of these cabins and you find that the actual living space extends deeper into the Earth, and these are lined with stone with at least two floors, maybe more.
