Some visual novels have Lip Flap, a serious medical condition...no, I'm kidding. Lip Flap is when a character's mouth randomly moves while text is being presented on the screen. It's present in Phoenix Wright, but absent in games like Trauma Center.
How important or beneficial do you feel this feature is? Do you think it adds to the game, or is it something you barely notice because you're focused on the text? I can't decide whether it's worth the effort to include it in my game or not.

Personally I don't feel it's worth the effort. If only the lips are going to move, I don't think it creates a realistic picture of how the character would be reacting. I'd rather see a static picture that changes as the character's expression changes, and just imagine the smaller, finely-detailed movements that occur in between.

I wouldn't really pay attention to it, sure, it would be a nice touch but a tad unnecessary.

I guess you could shortcut a code to make the character "talk" every time they're onscreen (as far as my almost-zero understanding of Ren'Py is concerned that is) so it wouldn't be too difficult to actually do, so it could be a nice touch. It might make everything else seem kind of static, though. I think Ace Attorney can do it easily because the characters actually blink and move pretty often. I think you'd have to at least also include blinking if you're going to have mouth flaps.
However, I actually think static is better (unless the characters move a lot, like in AA. No real reason, just personal preference.

I think it somewhat compliments the experience if you don't look right at it. For example, if you're reading the text and out of the corner of your eye you can see some movement it makes the game slightly more immersive. Blinking is also a nice, if not unnecessary touch. I rather liked the cutscenes in Hyperdimension Neptunia for the slight character animations.
