It's not just numbers, it also includes symbols and letters.

It was originally a crackers (or hackers if you prefer) language used to hide cracker/hacker sites from search engines unless you knew what to look for.

Yup, it showed up in one of my games, and I could read it for the most part cept the hax0rs thing. I was like wtf does that mean? But I know it now.

hax0rs is what wannabes call themselves.
I don't think I've ever seen a real hacker call themselves that.
But then again, I've only seen a few real hackers before.
