As much as I hate to admit it... Probably Freiza...
I mean think about it, Goku had to go for a his highest power at the time to defeat him, and that didn't even work because he got repaired by his father, but whatever...
So yeah Frieza (Or Freeza lol)

Well I would have to say 17 because Trunks beat Frieza when he came from the future without any effort. But he still couldn't beat the Androids.

Everyone who says Frieza is retarded this may be just 17 but it took ahwile for goku to defeat Super 17 in GT and every time Frieza fought Goku or came back from the dead like being all roboty and stuff lol and when Gohan punched him in the gut im sorry but 17 on this one hes awesome hes way more powerful remember unlimited power Frieza's butt got sliced or chopped TWICE his own stupid attack and Trunks awesomest sword.
