Yeah, they were going to make that episode one shot, paneling back and forth when they needed to. It's funny. 11 minnutes of Zim eating waffles. mm mm good.

Yes, it was a fairly good episode, at least as far as what its true significance in the canon was.
Zim Eats Waffles was a throwaway episode. The Pirate Monkeys (the Zim cast and crew) wanted to save the cash they had for other Season Two episodes they had planned. With only Dib's room and the spy camera in Zim's kitchen to animate for most of the episode, they didn't have to use as much money on scenes as they normally did.
They were saving up for the later scripts, like The Trial, and were working on The Most Horrible X-Mas Ever when the show got axed. Thus, many of the scripts got written, at least, before Zim was cancelled. The scripts that were completed as of the cancellation date (sadly, The Trial was in its fifth revision draft at the time) had their audio tracks recorded and ready for animation.
Also, if memory serves me right (SuckMunkeys to those who know who I quoted), Jhonen had actually begged the Nick execs to let them at least put the final touches on the X-Mas special.
