There's no question that the smartest person is either L or Light, but they've just got different areas of expertise. Light knows how to play people - like, really really well - but L definitely has an edge when it comes to keeping his cool and connecting the dots. (Not that either character is exactly shabby in any of these areas.)
In HTR13, Light canonically has slightly higher intelligence than L, but the same character sheets also state that Demegawa is considerably smarter than Misa, so I don't really take those hexagon ratings at face value.

In my opinion a lot of people were smarter than L. If you've read Another Note, Mello talks about how everyone's mission was to step over L, or to step on him. B did as a criminal (though he failed). Mello did as a challenger, and Near did as a successor. Mello and Near together are smarter than L, apart they play into different aspects of his personality. Mello is more gutsy than L was, Near is more internally intelligent. Light was smarter than L as well, because he was able to get L killed. The fight between L and Light was won when Light killed L. The reward for the battle wasn't just the idea that Kira would win, but the fact that Kira/Light was smarter than the great detective L. So no, I don't think that L was the smartest character in Death Note. In fact, he didn't even come close to the top. Not that he wasn't intelligent, just that he wasn't the smartest.

~ I think that L and Light are on about an equal level of intelligence. Although, I would still rate L above Light by a bit, but that's just me. I also feel that Near was high up there as well. He may not have been as smart but he was damn close.
In Another Note, I do feel that B and L were on about an equal level as well. We don't actually know how much L figures out behind the scenes, but I can bet he figured out more than B had anticipated.
So, in short, yes, L probably is the most intelligent character in Death Note and Another Note. ~

I think that L was is the smartest and Light is a little behind him, because the only reason that light killed L was because or Rem.
