To me, it made a lot of sense. Having one or two legends on a roster filled to the brim with up-and-comers opens up development for those up-and-comers, and they will be able to benefit from learning from the legends. TNA and WWE are suffering from an abundance of stars and not enough spotlight for the rest of these guys.
TNA has the roster chalk full of guys who need to back out of the industry and make room for the next generation of stars, and WWE has plenty of strong younger talent that get lost in the shuffle since management feels they have to cater to Cena, Orton, Rey, HHH, Big Show, and a few others. Reason being is because they are terrified of letting guys like Sheamus, Kofi, Miz, Truth and JoMo take the reigns of the Main Event spotlight.
This is setting up bad precedent in WWE. The expectation is that no one other than Cena and Orton are allowed to be in the main event, since they know how it works and operates. Well what happens if one or both of those guys go out on an injury? Management doesn't believe that any of the guys other than the big two can hold their own in the main event spotlight without those guys standing opposite to them. This cuts out face characters that are perpetually trapped in the midcard when they SHOULD be in the main event.

Heyman knows the business well, but, and I don't mean to take anything what he said away from him, pretty much everyone except for TNA management knows that this is what TNA needs to be doing. They have the best young talent out there...and they don't want to showcase that.
