Those awards a re generally out of date, so for person specific awards you must start from scratch. That's where all the fun is though, eh.

Winners are chosen by public consensus. You can anoint yourself but you still need some degree of consensus for it to be official.

Feel free to nominate en masse in your posts.

Edit: Also feel free to disagree with existing nominations. The person might not get the award, but can be listed as a nominee. Meaning, y'know, they still get some cred. e.g. three people say nebu is the prominent aussie, 1 say Curse, 1 say Noogie. The award would read:
