Hello people I need help.I have a level 24 shiny Blissey in pokemon BLACK but the thing is she has really bad attack (14) and defense (11).I was wondering if you'll could tell me how to raise it.

you dont. did you look at its base stats?
the base attack and defence stats for a blissey are both 10.
