You need to check in at the Gate before entering the village.

Oturan starts to approach the gates but is stopped by the gate guards."Halt what business do you have in Konoha." Oturan replied saying "I seek amnesty in your village." "We will have to escort you to our Hokage follow us."
Oturan then proceeds to follow them to the Hokage tower
