I have an Espeon, and the others but I am having issues getting Eevee to evolve into an Umbreon and the one's I traded to pearl into a Leafeon and a Glaceon. I think I am doing everything right, they just don't seem to want to evolve.

In order to get Eevee to evolve into Espeon or Umbreon your Eevee must be leveled up when s/he has a happiness level of 220 or higher (and not leveled up near a Moss Rock or Ice Rock because then s/he will evolve into Glaceon or Leafeon irrespective of happiness).
If your pokémon was hatched from an egg, it has a base happiness of 100 upon hatching. If it was caught in the wild (save for if it was caught in a friend ball) or received from an NPC, it has a base happiness of 70.
The following things up the happiness of your pokémon:
Walking 256 steps (+1 happiness) Using vitamins (+5 if happiness is ≤ 99, +3 if 100 ≤ happiness ≤ 199, and +2 if happiness is ≥ 200) Leveling up (+5/+6 if happiness is ≤ 99, +3/+4 if 100 ≤ happiness ≤ 199, and +2/+3 if happiness is ≥ 200) Using EV berries* (+10 if happiness is ≤ 99, +5 if 100 ≤ happiness ≤ 199, and +2 if happiness is ≥ 200)
Fainting decreases happiness by 1. Using things like EnergyPowder, Heal Powder, Energy Root, or Revival Herb also has a negative effect on happiness.
Trading a pokémon to another game resets that pokémon’s happiness to 70.
To get an estimate of how happy your pokémon is, there are NPCs in the games that will tell you how happy your pokémon is when you show it to them. Their locations are:
Goldenrod City (G/S/C, HG/SS) a house NE of the bike shop Hearthome City (D/P/Pt) at the Pokémon Fanclub Iccirus City (B/W) at the Pokémon Fanclub
These NPCs will issue the following statements based on your pokémon’s happiness level:
“It is super friendly towards you! I’m a bit jealous!” = 250-255 “It is quite friendly to you! You must be a kind person!” = 200-249 “It’s friendly to you. It looks sort of happy.” = 150-199 “It’s quite cute.” = 100-149 “You should treat it better. It’s not used to you.” = 50-99 “It doesn’t seem to like you at all. It looks mean.” = 00-49
A lot of frustration over getting Eevee to evolve is simply trying to guess when its happiness is high enough. It does take awhile for a pokémon’s happiness to get above 220, especially if you’re training or doing other things that don’t involve a lot of walking.
As for Leafeon and Glaceon, I’m really not sure, because I have never evolved Eevee into either of them personally, but from what I understand it should be as simple as leveling them up near either the Moss Rock in Eterna Forest or the Moss Rock in Pinwheel Forest (for Leafeon) or the Ice Rock on Route 217 or the Ice Rock in Twist Mountain (for Glaceon). I don’t know how close “near” entails, but if I were you, I’d get right up next to the things (use Sweet Scent to encounter pokémon if you have to).

Thanks that does help, the only problem is she is saying "It is super friendly towards you! I’m a bit jealous!" and he (Eevee is male) still won't evolve when the sun goes down. But I will try the sweet scent trick and see if that works.

That is odd. According to bulbapedia he should evolve into Leafeon when leveled up anywhere in Eterna Forest or Pinwheel Forest, into Glaceon when leveled up anywhere on Route 217 or Twist Mountain, and into Umbreon when leveled up at night with high happiness...
He’s not holding an Everstone, is he? :XP:
There’s only one other thing I can think of that might be causing the problem, but I really don’t know if it applies in D/P/Pt—in FR and LG, pokémon that evolve into pokémon that are not in your Regional Pokédex will not evolve until you receive the National Pokédex. The biggest problem I found with this was with Golbat → Crobat. My Golbat would act like it was going to evolve, only to stop abruptly without me doing anything.
Although, I’m thinking this really doesn’t apply with Eevee in D/P/Pt because all of its Eeveelutions are in the Sinnoh Pokédex, and you probably have the National Dex already. This is really confusing, then. xd

Now will it work? o:<Ok I did touch the rocks and they did evolve in the next battle, and I am trying to evolve Eevee after 8pm. Or so I thought until I checked to see if my DS was on daylights savings time. The clock on the wall said one time and my DS was way off. I fixed that and we are now good and I have an Umbreon. Had I known it was a simple clock screw up I would had fixed it sweatdrop

You have to train it at night for an umbreon and in the day it will evolve to espeon no matter where you are as long as there arent any mossy rock or frozen rocks near you as soon as it loves you train it at night in a random place and it will evolve into umbreon

You have to train it at night for an umbreon and in the day it will evolve to espeon no matter where you are as long as there arent any mossy rock or frozen rocks near you as soon as it loves you train it at night in a random place and it will evolve into umbreon Issue has been fixed. My DS clock was way off in time. My clock said one time and my DS said another.

You get Umbreon when you have high friendship with Evee at night. For Leafon, you have to level up Evee near Moss Rock. For Glaceon, level up Evee near an Ice Rock.
The Moss Rock is located in the southwestern section of the Eterna Forest in Sinnoh, to the west of a formation of trees that resembles a sideways L. Eevee will evolve if leveled up anywhere in the forest, except for the Old Chateau and the path that encompasses the outskirts of the forest.
A small Ice Rock is located a short way south from Snowpoint City on Route 217 in Sinnoh. It is located in an area where the blizzard is very rough, on the easternmost part of the route. It actually appears that the rock is located in the backyard of a house that is near a female Skier. It is surrounded by long grass.
