Summary:
The world you live in is vast, with riches, danger, and floating islands. The time of countries are long gone and only city-states, territories, and gangs remain among the floating islands. The world below these islands is covered with a super-continent that covers most of the world and inhabited by the poor, hardened criminals, and ruins of old. The government is keeping the rich richer and the poor poorer and they are trying to widen the gap as much as possible. They collect the riches of the world and give them to nobles who reside over island towns or own islands. Then there are the sky people, who spend most of their lives on flying ships, traveling from island to island. Many are merchants, others, are government and military personnel, even rebels, and then there are the sky pirates. They no longer stay tied to the seas like they did in fairy tails. Now they soar through the skies, stealing from whoever they come across without care. Sky ships range in size and quality, often running on steam, science, and rune stones. Will you help the government exterminate the sky people? A normal citizen wrapped up in this mess? A rich noble? or will you be an adventurer or pirate ready to go against the world? The choice is up to you.

General:
= Steam-punk/Final Fantasy style ships (and steam-punk cars). The only playable race, is human, though there are monsters (few with intelligence even fewer with speech)
= The guns are simple and may be automatic, no lasers (unless I add that in later as a special event). Swords knives and axes are common weapon choices. Most government soldiers (the military) use swords and guns. guns can shoot accurately about 500 yards. Blunt weapons are also accessable
= No magic other than the rune stones that help ships which are mined, not made. They'll most likely be within some of the larger floating islands. The bigger the stone, the more support it gives a ship to fly and to remain in one spot in the air. The bit stones, however are owned and used by the government for their "mother-ships."

Currency:
= Pentz - coins
= Gold, silver, and other expensive gems can be traded for things or sold for pentz
= Pentz have different coins, like we do with pennies, dimes, nickles, quarters, half dollars, and dollar coins. Only, when reffered to them, they go by number + pentz (i.e. ten pentz, five-hundred and fifty-one pentz) The coins come in as 1, 5, 10, 25, 50, 100, 250, 500. To give you an idea of prices: candies are about 5-10 pentz, ramen would be about 50 pentz, guns are about 500-1000 pentz, and ships are about 10,000-500,000 pentz, depending on size and quality, and islands are about 5,000,000+ unless you discover and claim a small island that the government doesn't want, in which case the fee could be less than half the normal cost.

Islands
Sometimes, once every five or six years, an island will collide into another island, knocking them away from each-other and causing the equivalent of an earthquake. Islands with towns or private homes after hire government sips to try and direct the islands away from each-other.

Alsum: [x]
The Land below the floating lands. It contains the scum and poor people of Arcadia. You must have the will of a lion to survive here. this large land has many floating lands that are constantly moving making it hard to make maps. These pieces of land floating in the air contain treasures and jewels beyond anyone's imagination. These pieces of lands also contain monsters and have various terrains.
Size: •••••••••

Arcadia
Is a big city stretching in every direction covering a large portion of a planet smaller then Earth. Many criminals, poor people, and scum-bags live here. Hoses are cheaply made, usually of wood or concrete. There's plenty of whore houses, thieves and mercenary guilds, and loan-sharks.
Size: •••••

Floating islands: [x]
There are various small floating lands that don't have names and have different terrains. Nobles own certain ones. They have various terrains and randomly move.
Size: Varies

Merchant reserve: [x]
a man made floating land that is a huge market place for traders. A good place to find sky pirates.
Size: ••

Alina: [x]
Alina is reserved for Nobles and it is also the headquarters for the government. They hold numerous events here and Nobles walk around the beautiful terrain chit chating. The floating land never moves and the shadow makes a part of Alsum always dark.
Size: ••••

Artico: [x]

A medium island where nothing grows even though there is plenty of water. Something in the earth poisons the plants and the foundation is too soft to build anything on the island. Old bones of a giant animal stick up out of the ground here and there, sometimes to brittle or heavy to move and with no real value to those looking to sell.
Size: ••

Artica: [x]
A land completely frozen but contains water underneath. It is the Floating south pole of Arcadia. Most of the monsters are water beings Example: Sea-Monsters. Like her brother Artico the land never moves.
Size: •••

Aluminaria: [x]
the lost land that is filled with treasured beyond imagination. Sky pirates spend there lives trying to find this wonderful place full of treasures beyond imagination. It moves constantly with abnormal, ever-changing paths and is usually hidden by clouds. The land is also guarded by large Golems. Few have ever glimpsed it, and fewer still have ever touched a single rock upon it's ground. Men who've searched their whole lives have never found it and searching through clouds is dangerous as you could crash into the bottom half of an island
Size: •

There are many other small islands that have not been listed or explored (or take too much time to make, so some I might let you guys reference.)

Rune Stones

More like crystals, they are stones of magic power that float and give off energy. Their power has been harnessed by the people of Alsum for almost 200 years. It was only 150 years ago that the first ship took flight with the power of a Rune Stone and ten years later the people began building upon the floating islands, still discovering and tracking new ones.

Types of Rune Stones

Some types of Rune Stones hold greater affects, or possess unusual abilities.

Red Rune
Sometimes tied to a string or spinning arrow on a compass, it leans or points north. It does not float and is cheap. They usually range from the size of a dime to a quarter.

Yellow Rune
A rune that glows brightly. Sure other runes do glow, but not as brightly as this one. It's often a replacement for torches and lanturns when mining as it won't set off any underground gasses. It's also more portable and hassle-free. They aren't cheap, but they aren't expensive. They are about the length of a person's hand and as wide as a hand, too.

Jade Rune or Liquid Rune
Possesses a great deal of heat and is used in most steam engines such as cars, trains, and some ships.

Blue Rune
The most expensive of all Runes. These possess lots of energy, float, and their energy tends to make objects lighter, such as ships. few people can afford even small ones

White Rune
The Magic Rune. Used by "Those who Came Before." White Runes are extremely rare, even on large floating islands. The biggest ones ever found were about the size of a bean. They possess magic energy that can be used for almost any mechanical device and have a powerful effect on nature. placing two against each-other sends a kind of echo of energy through them. It's said that there are many White Runes on Aluminaria, but the few who've seen the island died long ago. Not even how

Black Runes
More rare than White Runes, only one person, one of the few who've seen Aluminaria, has ever claimed to see one also suffered from a nasty concussion after getting hit on the head by something. Nobody really believes there are Black Runes. It's more of a myth than Aluminaria's existence.

Story so far

The newest treasure of Aluminaria has been stolen by a female pirate after she broke out of a government ship. The government ship crashed on the edge of Arcadia. News of what happened has already reached the Morzarta.
