So ya i'm bored so i am going to predict the tiers for the upcoming format, now i know there is no actual tier list but a lot of people still like to exam highly competitive decks. So people give me your predictions and here is mine.
Tier 1: Inzektors Wind-ups Rabbit Dino Plant variants Agent variants Junk Doppel
Tier 2: Disaster Dragons Six Samurai Ninjas Chaos Mystic Piper Dark World Hero Beat
Tier 3: Dragunity Fabled T.G. variants X-Sabers Frog Monarchs Gladiator Beast Lightsworn
These are my predictions of a tier list and are no way proven. could be completely wrong to be exact, even maybe missed a few. but give me your thoughts on it.

I agree with your Tier 1 list, only I would put Tele-DAD instead of... Maybe Junk Doppel.
For Your Tier 2 I'd say Six Samurai deserve to be above Disaster Dragon and X-Sabers should be Tier 2 as well... And I don't know why Ninjas are there, every time I duel them I win quickly.

The decks in the list arent in an order, i just put down decks that belong in the tier in my opinion, so disaster isnt above anything else in tier 2 it just belongs in tier 2. x-sabers are good but if you slow special summons there dead and they dont have the hit like they use too. oh and for ninja's you havent played a correct build yet, they can do work no lie

I remember them being tier 1. It angers me a lot to know that two future tier 1 decks are only there because of 1-2 cards. Take Inzektor Hornet away from Inzektors and they won't even be tier 2. Same thing for Wind-Ups, limit Wind-Up Carrier Zenmaighty or ban Wind-Up Hunter and their tier 1 potential goes bye-bye

I don't really find disaster dragons or mystic piper tier 2. They haven't even place in a YCS recently, have they? Chaos is...really generic. Ninjas definitely have potential though. I think a few of the tier 1 decks will be hit by the next ban list though, I think Dino Rabbit may fall into tier 2
Chain burn should definitely be on the list, it topped YCS Brighton and is a lot more solid than pople give it credit for. Not as good as tier 1, but definitely tier 2 or 3

Not as good as tier 1, but definitely tier 2 or 3 Mystic piper does extremely well in cases however that was put up there due to me seeing it around a lot, including the last regional i went too. Disaster Dragons do very well in Europe tournaments, here in America most people don't wanna bother with learning ruling for them, as a Disaster duelist myself i understand that. although again this was an opinionated tier list i just threw together with the knowledge i have.

I haven't run into many piper decks, so I'm a bit opinionated too. I've always seen them on paper, but they've never really hurt any of the decks I played Lol, didn't realize disaster dragon did that well, I haven't played against many of them either except for my friend's old build which was several formats ago. Curiously, what do the builds that topped look like?

Curiously, what do the builds that topped look like? Ya i don't know much on piper decks though i have seen them running around recently but not too much but i do find them amazing right now. Disaster decks right now have chained from builds in recent history, they are more stun versions running t-kings, and other cards that slow the opponent; fiendish chains, effect veilers, maxx "c", and other cards as such. Dragon decks of now right have to focus more on the fact that we can run high attack monsters and decent amount of backrow and not really hurt us. so to summerize most dragon decks placing high in tournaments are stun versions
