Biography: Born in Ennis, Ireland, Phelan struggled in life to accomplish much. His family made only enough income to keep them from starving, and Phelan's ability to do hard labor was the only source of income after his father left. Wanting something better for his family, Phelan joined under an security agency and began working for a company called Umbrella. The training was grueling and pushed him to his limits, but he met the expectations of the instructors. He then was pulled aside and asked if he wanted his family to rest easy with anything they needed, he said yes, and was ushered quietly Rockfort Island Military Training Center where he underwent even harder test of strength and cunning and offically joined the U.S.S. Being in the group at the young age of 15, he had many missions covering up Umbrella's secrets, but was only intrusted with desroying evidence, and it wasn't until and B.O.W. outbreak when he was 18 that he finally saw his first live fire mission, handling it with calm logic. He knew in a part of his mind that some of the things Umbrella did was wrong, but the good they did was also there. That, and his family was living the life they could only dream of with the salary he sent them. So Phelan swore that he would never let his family ever go through hardship again, and did the work Umbrella gave him obiedantly, Becoming one of the elite U.S.S. agents specializing in espionage and solo assignments.
