Maybe think about why she left Gallifrey in the first place, as a starting point. On top of that--what Chapter she was a part of, and what did she generally do for a living? Or if she left the Academy in the middle of her education, why?
As for tools... sonic Swiss Army knife? :D *shot repeatedly*

Last Time Lord OCs I made were a comedic relief self-insert and a Slenderman regeneration of the Doctor.
My recommendation is to pick a central theme for your character and go from there. What is his or her purpose in life?

Doctor of Cheesemaking I got nothin'. Last Time Lord OCs I made were a comedic relief self-insert and a Slenderman regeneration of the Doctor. My recommendation is to pick a central theme for your character and go from there. What is his or her purpose in life? Hmm, how somebodies mind works can take a long time to decipher or explain. I don't think she has found a serious purpose for her life other then to survive and find fun or interesting things to occupy her time with for now. I don't think her character will really change or develop till she starts interacting with other characters since she was use to being alone for most of her life growing up. I guess she will just kind of change with the story, I mean people don't stay the same and neither does the doctor (although his personality changes are usually more drastic lol). I think for the beginning she will be willing to chat with others but not take any real interest in actually getting to know them till later on. She will probably do as she pleases whether it offends anyone or not much of the time and disappear quit often when something else catches her eye. Does any of that sound good?

I wrote him in as a weaponized semi-regeneration like Four/Five's Watcher as a weapon against the Silence... Leezy wants to find a place to belong, Tall Doctor wants to defeat the Silence, my Doctor wants to find happiness, my Storm character from X-Men wants to meet new people and expand her worldview... Even if it's something generic and small like that, you'll lose interest in her if she wanders around aimlessly. That's how my first few years of RP took nosedives into failure. I didn't give my characters motivation, and they never did anything.
