So my hat is generally quite warm when worn, I know I will get used to it eventually but then when I stop wearing my hat my head gets cold and then the process gets repeated, so I have decided to use this bronze computer fan I have come across and been wanting to use in something for a cooling unit for my hat.

Does anyone know where I can get a portable power system for a computer fan?

If I'm not mistaken, portable power supplies tend to be a bit big. However, I found a DIY tutorial that might work for your purposes.

I figured this method would be a bit lighter.

I'm on a different device than I was earlier and the link works fine on this end. Do you have Gaia set to block all outgoing websites?
