A place known for having dirty cops and even dirtier criminals. For ages many politicians and law officials have sworn that they were going to clean up the streets of Gotham but all have failed. Not like the villains mind. Most times it was their fault that any ‘street cleaning’ efforts failed. People were paid off, bribed, threatened, and ultimately murdered to make sure that the criminals kept power. But no matter how hard they tried Arkham Asylum remained open- a sanctuary or prison for whoever was stupid (or smart) enough to get caught...
The Joker...
He is no stranger to the Asylum, with it's scared guards and flawed system. He was normally in there until he got bored and executed a chaotic escape. That was where he had met Dr. Harleen Quinzel and turned her just as crazy as people said he was. She had helped him escape and pull off some of his most heinous stunts. She followed him around like a lost puppy and usually when they hauled Joker in to Arkham, she was restrained right next to him...
But tonight...
As Dr. Zenith, the only psychiatrist Joker actually conversed seriously with at Akham, appears at 'Receiving' to take Joker's paperwork something is wrong. The halls of Arkham have been buzzing for days with rumors that Harley Quinn turned her back on the dear Clown Prince of Crime and that he hadn't been the same. He escorted Joker to his usual cell, but he didn't utter a word the entire time. He sat on the cot in his quarters and remained silent until the next day. He had to keep up the facade of his true nature. Everything within the thick walls seems to be the same as last time until he goes to therapy...
Lily Terr...
Is Dr. Zenith's intern who Joker has never seen before but he is intrigued. She is dressed as staff but the cuff she wears on her wrist clearly states she has been to the Infirmary recently. How had this patient been allowed a chance at freedom? Why was she so special? This line of thinking made Joker decide he was going to pull some screws loose on her just like he did with Harley. It seems like it will be easy enough when Zenith is put under review and he leaves Joker in Lily's care. The waves of nervousness that roll off of her only solidify Joker's plan to ruin her...
But an Act of Kindness...
To try and save him from the most evil guard at Akham causes her to not only get hurt, but to be framed for a crime she didn't commit and thrown into solitary. This turn of events makes the part of him hurt by Harley throb with a new feeling and the Joker devises a plan to free them both from the confines of their 'prison'. He manages to free them but not all is well with the Clown Prince...
Batman is in Hot Pursuit...
As is the GPD who are freezing any way the Joker has to get funds, support, or safety for them both. Lily is being less than cooperative as well mostly because outside of the Asylum, she has no access to her medication. What will Joker do when Harley appears with a vengeance and a lust to hurt him and anything that makes him happy? ((credit for banner: markmchaley via deviantart))

Settings  Gotham City & The Narrows Home to Wayne Enterprises, the Gotham Gazette, numerous museums, galleries, and a naval shipyard. The city seems to always be cold and gloomy no matter the season or holiday. Though it seems to be run by criminals in the day time, it is protected by Batman at night. The Narrows, being the ghetto of Gotham, is where most of Gotham's gangs and criminals make their home. It is filled with the poor, the addicted, the depressed, the insane, and those with nothing to lose.  Arkham Asylum Located on the outskirts of Gotham, the asylum is known for housing the criminally insane (who often come and go as they please), housing the medically strange, and even turning their staff to crime and insanity. Founded by Amadeus Arkham, who also descended into madness after the murder of his family, the facility is currently run by Jeremiah Arkham and his staff of "secret" criminals. Though parts of the asylum are beginning to crumble, most of the special environments and Penitentiary have been rebuilt with the most high tech security precautions as a way to "beef up security".

Alias: "Little Terror", Miss Silver

Gender:Female
Personality: Lily is a kind and caring person. She strives to be nice to every new person she meets and tries to "harm none". At times she can seem too innocent and a bit quirky or childish. When you get on her bad side though, she is a pro at giving the cold shoulder.
Bio: Lily grew up in the Narrows until her parents were killed in the crossfire of a gang shootout with the police. As an apology to her for killing her parents, she was transferred to a foster family in a "rich" part of town and was lucky enough to be adopted by a wealthy elderly couple. They provided everything she needed and were the first to notice her "episodes". They were referred to Arkham who didn't deem her enough of a risk to need to be committed but when they couldn't find a concrete diagnosis of her condition they requested permission to study her "episodes". She has been a frequenter of Zenith's, who is in charge of her case, office ever since. The only thing that is known about what she has is that when she goes through an episode, she experiences psychosis similar to Mad Hatter's disease.

Weapon of Choice:None. She'll use anything that is at hand.
Weakness: She is far too trusting.

Appearance:She is average height, slim build with curves, and her eyes are violet. Her hair is bright red with side swept bangs and she usually throws it up into a messy bun for work. When she is at school she usually wears sweat pants and long sleeve shirts.
