
The old cell blocks contained several hundred cells packed with prisoners. During the chaos most of the prisoners escaped only to be blown to pieces by the nuclear holochaust outside. Survivor took shelter in the Penitentiary and released the remaining prisoners in order to help them survive. The two groups came together to form one community and they turned the prison cells into makeshift apartments for the new residents. Almost the entire penitentiary is a massive apartment complex where the few dozen citizens in Enoch live with their families. Most of the cells were grouped into pairs and the joining wall was removed to make them live enough to large in. Plywood was put in place over the bars to give the families some form of privacy. Each apartment has two makeshift outhouse bathrooms, four bunks, and two mirrors as well as either one or two doors depending on the setup. Each block functions as a neighborhood with children playing about the aisles as parents go about their duties.
