Cell Block 15... the old Death Row block. Society has utterly collapsed and there isn't much in the way of law and order in the wastelands. Nobody wanted to live in the death row block, and there were several death row prisoners whom nobody wanted to have loose unlike the other prisoners who had been given trust under the extreme circumstances. Because of this the Death Row block has actually remained a legitimate prison. This is where all those who cause trouble in Enoch are thrown be it an infiltrating raider or a thief. Death Row has been so infamous amongst the citizens of Enoch that even the blocks around it are slums.
